Anyone else get shaken down for guest posting fees?

I've been working my way through all the blogs in my niche (entrepreneurs, small business finance), and I'm finding something interesting: some sites, despite not stating it anywhere on their site, response to my inquiry with either a fee they want (around $100-$150) to publish a guest post, or they ask me "what's your budget?" which seems super shady.

These are all decent DA domains (50+) and I'd love to have my content on them, but I wanted to see if this is common occurrence.

Given that Google is clear that paid links are discouraged, would something like this fall into a gray area? I assume by not overtly noting their "pay to play" business model on their site, they are trying to skirt Google's rules?
