How do 'SEO Agencies' operate?

Hi

I've been wondering how these people of freelancer and fiverr offering white hat seo services operate.

They claim to have high quality backlinks on sites with high DA and PA. I have seen some of their backlinks and can see they are using known sites.

Just wondering what thoughts on these kinds of offering would be?
