Local Service, Multiple Cities Near Each Other

Thank you in advance for any suggestions.

So I am starting a local service in my area. This area has multiple small and large cities attached to each other.

In order to be able to rank in all cities, should I make one main site and individual pages for each cities or individual websites with different domain, slightly different content, phone number and GMB for each city?

I know getting reviews and back thinks is easier when you only have one website. Overall, which will work better for local ranking?
