Should I mar the "Discourage search engines from indexing this site" in WP while developing the website (before moving it to a proper domain). Will that be an Issue for SEO after the website is migrated to another domain?

I am replacing an outdated site and already have a website on a domain I am going to use. So, first I am building a new site on Pantheon to later move to my permanent hosting and domain. I am worried about search engines (Yandex in particular) marking the text plagiarized when they see for the second time on the permanent domain (since the whole website will in fact be copied). But does the "Discourage search engines from indexing this site" only influence the current domain? I mean is it gonna influence the SEO when the website is moved to the permanent domain? If I never mark it on the new domain, is it still gonna discourage the search engines? I hope I made myself clear here...
