Optimizing a High Performing PDF

My client’s website has an old 8-page PDF that’s original content linked on their site. It gets a tremendous amount of impressions and some clicks. The problem is I cannot edit this PDF. What can I do to optimize this page content? Can I just copy and paste it into a new html page? In which case the url would have to change (I’d 301 the old url of course). But I know I’m risking a major loss in keywords and rankings. Is it risk vs reward? I get nothing out of the page traffic as it is now. The content isn’t branded well, no navigation, menu, etc. Thanks in advance.
