[SEO] Is it better to use a CDN or Move the website to a hosting provider in that country?

Hey,

So, I've been informed of a CDN and I'm wondering if it would be better use a CDN from Country A to Country B, or to move the website entirely and use a hosting provider who's actually in Country B

Is a CDN as good as somebody actually hosting in 'Country B', or is it not as competitive?
