How to get good quality back links?

I’m trying to optimise my new (3~ months old) website for my small cleaning business, as I’m currently ranking around 40th for my target keywords. I’ve done all the usual things to the best of my ability. Keywords, tags, internal linking, Lots of high quality content, combing through the code etc.

The only thing I don’t actually have are back links. I know they’re not the be-all end-all of SEO, but I figure it couldn’t hurt. I have a Facebook page with around 2,000 likes which I’ve put my link in, as well as other socials.

I’ve searched every thread I can find here on back links, and the consensus seems to be guest posts? I don’t have a blog as writing about cleaning just seems so pointless, and I figure it’ll just get lost in the million other cleaning blogs. Apart from that I saw a post suggesting local directories, which I have done.

So is there any good strategy for a small business to get good back links? Any help would be great!
