Would a URL restructure be worthwhile despite loss of PR to improve keyword inclusion and structure?

A client has a blog with lots of content but their categorisation is extremely overly simplified. For example, instead of placing Articles related to football within a "Football" category as a child category of "Sports", they have just posted all football articles inside a "Sports" category alongside articles for other sports such as Tennis, Basketball and so on.

I know that when creating a 301 redirect there is around a 15% loss of PageRank but would the structural improvement benefits outweigh the loss of PageRank in this case?
