SEO question - optimize for both keywords?

For ex. purposes let's say there are 2 very similar keywords:

Logo designer
Freelance logo designer for startups

Both of them mean similar thing, but one of them is long tail - u can say. Now don't pay attention to difficulty.

Is it reasonable to create inner pages for both of them? Or is it enough to optimize for the longer one - and you would rank for first one naturally as well with good content?

Of course, it's maybe bad example but you get what I am saying.
