Best way to handle country-specific sites

I'm a developer working at a company who run niche community sites, who has recently been tasked with SEO duties. The niche we are targetting generally requires people to meet in person so location is very important. We have 1 site per country we are targetting urls are BRAND.cctld . All sites are set up in Search Console and I have confirmed they are all set to geo-target their relevant countries, however, I still notice for example the Australian site showing up in UK search results and on occasion outranking it. Each site is independent and has its own database of users and content, however, they contain the same broad sections e.g /events /forum etc. All sites are well established, having been around about 10 years.

Would hreflang be the correct mechanism to further instruct Google of the country-specific nature of the sites? Or is there something else I have missed?
