strong business/marketing knowledge but mediocre/weak SEO skill vs weak business marketing/knowledge but strong raw SEO skills - which is better

from a hiring manager's perspective at a company looking to hire an SEO, if they had to choose between the two, would they rather go with someone who possesses a strong general business/marketing knowledge who has the ability to pitch to the c suite, forecast with revenue, very articulate but has mediocre/weak SEO skills or someone who is less knowledgeable in business/marketing, a bit of an introvert, but has very strong raw skills especially with technical SEO?
