[Help][Suggestions] My Client is asking me to Buy some "Traffic" for his new site.

Two Questions:

1)Someone suggested buyfastwebtraffic(dot)com has anyone used this? Can it be trusted, can you provide some alternative?

2)Can it be helpful in Alexa Ranking or SEO as well
