Case study (1 question that always thinking about): How to build up systematic backlinks(referring domains) for a new site?

First of all, I need to say I'm not promoting or doing advertisement for the site that I'll mention down below.

My friend just sent me a website, currently with approx 828K backlinks, 22K referring domains, and also 337K referring pages.

Due to the community rules here, I can't upload a screenshot about its specific Ahrefs statistics.

And my question here, that make me confused, is the number of referring domains, was increased from 15K to 24K (Historical) in last 2 years, how can they did this?

I mean like, according to the historical statistics, they build up 15K domains in 4 years, 2012-2016, but in the last 2 years they raised it up to 24K.

Is this site bulk purchasing any whitehat services or even blackhats?

And back to a very basic and common question, what is the most effective backlinks project for a new site? Just like the site I mentioned above, that looks kinda unreal to reached such statistics.

The site name is Uncommongoods, kindly take a look, as totally a SEO rookie, I can't figure out the SEO 'strategy' they using.
