Decoding Local SEO and Google Map pack

I came here with a specific question but thought I would open the discussion up to the bigger picture.

In a rural area, there is a restaurant that wants to rank in Google Maps for their city but they're about 7 miles from the epicenter. There are other restaurants, probably 5 or 6, within a couple blocks of the epicenter. With all best practices in place, isn't it impossible to rank in the map pack for this keyword because or distance from center of city?

Local SEO, in general, is still a facet of marketing that I'm not confident about. I have businesses that don't rank in the map pack and tbh I'm not sure why. Here are some best practices I'm aware of, let me know what I'm missing:

NAP - filling out internet directories with same contact information and robust information about business and services. Yext is a way to do this.

Business located near epicenter of the city, I've heard it referred to as all-points zero.

Reviews - with Penguin it's about getting a breadth of reviews as well so having reviews on Google is good but you need some on Yelp yellowpages.com and more
