Does always using rel=nofollow on a site increase your PR unfairly?

Sites like Github tend to use blanket rel=nofollow - often unfairly I think.

I'm PAYING them to host my git repo. I'm not some anonymous commenter posting spam links.

If Google is just flat out ignoring these links then PR should pool on Github.

So wouldn't it be an unethical SEO hack to just use ALL rel=nofollow links? this way any links that go your site directly contribute to your pagerank and none is handed out.

There's the 'random teleportation' aspect of PR but not all of it is randomly teleported.
