A client has a site which was manually penalized for thin content. I managed to remove the penalty and now we're considering to create completely new site and to keep the domain name only. The domain name is a few years old and has some good backlinks.
Do you think that a new website created on that domain name can perform as a domain which was never penalized? Do penalized sites ever fully recover or their reputation is destroyed forever in the eyes of Google? For example if your site had 1000 visits/day before a penalty and you remove the penalty, fix everything, will that site be able to have 1000 visitors a day again or it will stuck at 600-700 for no obvious reason, despite your efforts, great links and content?
