What do you classify as a low competition keyword?

When targeting long tail keywords or keywords in general. What metric do you use to determine if it is low competition or not? Would you just go off how many google results there are?

I want to do keyword research however I have no idea if I am doing it properly.

Would an ideal way to do keyword research just to google your term and find one which has less than 1 million results. After finding a term you check on google keyword planner that it also has over 1,000 monthly search results?

Is this one way to find keywords?

Are there any free tools you would recommend using apart from google keyword planner?
