When people try to sell you 'organic traffic', how do they do that? Where do they get this traffic from?

I'm just trying to understand this. Some of the spam comments I get on my site try to sell organic traffic. I'm curious. What do they do? How do they provide this extra traffic? What's the mechanism? Do they hire click farms to fake visits?
