ccTLD with no authority VS TLD with some authority

I am trying to rank specifically for some country (UK). I count on two options:

A) Use TLD domain with DA 35 and PA 27.

B) Use ccTLD with exact match domain for my keyword with no authority real yet (lower than 5).

Lets let aside any other factors or concerns about making great content etc.etc. If you had X amount of time and effort and money to invest, will you pick option A or B or ... both?
