Do pages with Mobile Usability issues damage mobile-friendly pages' SEO?

Hi, out of the 16 languages we have our website localised into, 5 are not mobile friendly. Google Search console is reporting us the errors below:

• Text too small to read
• Viewport not set
• Clickable elements too close together

Could the lack of responsiveness in these 5 languages be damaging our SEO positioning in the 11 pages that are mobile friendly?
