Looking to hire an SEO specialist. Where would you look and what questions would you ask to help find the right person?

Hey,

I'm in the market for an SEO pro. I don't need someone to write content, I can do that myself and do it quite well. I do need help with creatively plugging in keywords and getting the back end technical side of it just right.

When selecting someone for this, what are the type of questions you would look to ask to help weed out those who can do it versus those who are looking to get into it?

Is it fair to ask for a 'portfolio', and if I did, what would I expect to see in that portfolio that would tell me they have the right experience?

(Willing to invest and be patient, but don't want to get ripped off. I know it takes time but since it takes time, I can't afford to waste time on someone who doesn't know what they are doing.)
