Links on Website

Hi guys, I am a bit of a newbie so please do excuse me if this seems like an ignorant question.

My question is, if I have a blog website and in one my blogs, I link to another blog somewhere else on my site.

Should I make it so that the link opens up on a new tab, or redirects them from the current page?

Also if you do answer, please can you explain why I should do what you suggest and what impact it has?
