Is citation software such as Yext worth it?

I am SEO-ing a local brick and mortar dental office, and am wondering how to go about getting citations. I tried submitting the business to places like Yellow Pages and all that, but every site leads to the same thing - submission software with around a $500 yearly fee to post and manage citations across many sites. In theory this is great, but is it worth it? I also read that as soon as you stop paying, they yank the listings. I don't like the idea of any company having that kind of power over me.

Also - what about visitors bureaus/local chambers. are those good for local SEO?

last - are general links good too? like if i were to get a link from a medical site to our site such as "Dr. Davey Dentist says you should brush your teeth for 3 minutes" etc. Or should I focus on local citations? I am used to national SEO and this has been my bread and butter but wondering if i should focus on lower hanging fruit starting out for a local brick and mortar business
