Is the hardest part of SEO Link Building?

I've done some reading on Ahrefs blog and it seems to be that there's 3 pieces of the puzzle:

1. Picking keywords in a niche that isn't too competitive
2. Optimize your content with the keywords and make the website good (i.e. mobile, secure, fast, etc.)
3. Link building from other sites (ideally ones with authority).

So if you choose keywords that don't have too much links, then your chances of succeeding is high if you have good content + spend more effort on link building.

So what really moves your ranking forward is the link building portion?
