Website is not optimised for mobile, SEO guy I hired said not important. Is he fooling me?

So my company has been working with a SEO guy for a while and my boss completely trusts him. Since I’ve joined, this seo freelancer has shown no interested in working with me, I’m the marketing manager, and he doesn’t take my input or do the tasks I ask him to do. My boss doesn’t want me to fire him so I have to continue to work with him. Recently we needed a web developer to redesign our website and change the builder and he volunteered to do it for an extra fee and for a very short amount of time. My boss jumped at the opportunity of paying a fraction of the price developers were charging us and get quick results, so we took his offer. The issue now is that he has taken triple the time he said he would need to do the website. He said he would do it in a week it’s now been almost two months. When I told him we want to have a mobile optimizes website he told me that since most impressions are on desktop we should worry about mobile. In my opinion, if the website is not optimised for mobile this obviously we’re going to have more impressions on desktop. Am I correct? Our website is super slow, takes ages to load, and until recently we had a chat bot that would pop up in mobile and take over the whole screen. Does this affect impressions?
