What code to use for buttons for better SEO? H2? H3? ? ?

Hey Guys,

One of my friend is developing websites and since he does not care about the SEO, he use H3 or other H tags when he needs for buttons.

Now, we have like 6-7 H3 tags with the same text "View Selection",

What do you suggest to use for buttons on websites?

Normal Button tag or any other?

And how many H1 tags do you suggest on homepage?
