Need Some Ideas

Odd situation here and looking for some ideas. Have a friend that through a series of unfortunate events, did not get the email to renew his domain name. The domain was picked up by NameFinders (I think that was it?) which is apparently a subsidiary of GoDaddy. GoDaddy now wants people to use them as a broker to make an offer to the "new owners" and then get a 20% commission on the sales price. How do you negotiate with your own company? So we said ^&*% that.

Anyway, I grabbed a new domain for him and setup a new website. He has a small plumbing company but because the site was around since about 2009, the seo rank was good. This surprises me because the site had not been updated since 2009 and was, in all honesty, terrible. OK in 2009 but terrible by today's standards. Small because it was made for 800x600 resolution and not mobile friendly. He usually appeared near the top on google searches for the old domain. His company has almost 400 google reviews and he has a 5 star rating. Now unless people search for the company name, he does not show up on generic searches.

The new domain I have added has all the recommended seo items. Meta Tags, Google Analytics, OG Tags, proper H tags, alt text tags, sitemap etc. The online tools I have used have all been solid . Minor changes for inline css is what it usually finds.

He updated his Google Business Links to the new domain so he still has the 400 review showing but the generic search like "Denver Plumbers" he is nowhere to be found. Google has crawled the site after all the seo changes. Any ideas how I can "recover" what he had before somewhat? His phone has gone a bit silent.
