Is that already Article Spinning?

Hey guys,

I am writing SEO texts for an employment website, based on guidelines set by a SEO company. Those texts are for landing pages for specific places, eg "jobs in london" or "jobs in cambridge". The texts are supposed to be 1500 words long and they are mostly about the same things, like advantages for employers or employees when using our website. One part of it is about the city itself and the companies there, so that part definitely differs between the pages. They are found below the search mask, so at a position where visitors usually don't scroll. So I feel like most guides for landing pages don't really apply here and that what makes it kinda difficult to explain:

Let's say that the three advantages for employers are: it's easy, we have a wide reach and we are nice people. I am writing every single text by hand (so no re-writing tools used) and I switch up the order in which I handle those topics, sometimes in specific paragraphs, sometimes in one longer paragraph. There are no repeated phrases in the different texts BUT there is only so much I can write about those topics, so it feels like at some point I do write at least very similar things.

So, how far does the recognition of "article spinning" go? If I switch up the order and paragraphs, sometimes writing a bit more about the "easy" part and sometimes more about the "wide reach" part, do I have to be afraid to be punished for it? Keep in mind that the actual SEO company that did it before (I am relatively new to the topic) did it that way and it just feels like a bad text for me, with no actual value for the reader. But then again, it is not the focus of the page, the job search itself is.

Maybe someone knows the issue of having to write multiple SEO texts for quite similar pages. I hope my problem is understandable, as English is not my native language.
