Have you ever been google slapped for guest posting? What criteria/techniques do you use to discover and vet top-quality guest post/backlink opportunities?

I'm looking for backlink opportunities from guest posts, but I am afraid of getting penalized for posting on a PBN. What kind of tools/data can be used to decide sites that are super safe to post to?
