Help me understand this... Scam scheme or legit SEO practice?

I'm a web designer currently working with Wordpress. I know the very basics of SEO but it is far from my specialty.

A client and friend of mine has a small coffee shop and I'm working on its site. Without consulting with me, they requested the service of an SEO company. They claim to get your site to #1 ranking on google for when people search for "coffee in <city-name-it's-in>". They claim they do this within a month's time, at which point my friend pays them $50. As far as my friend says, there is no way to cancel this service once it's begun, by the policy of the SEO company.

How they do this is to create a new domain and hosting of their own, called www,<cityname>coffee.com. They create an entire new website for the business, describing it and its services. They wrote some seemingly original copy. They did SEO on that site. And they even linked to the actual coffee shop's website that I'm working on. They do not have access to the hosting/domain I am working on.

So now, on Google's search results, their website they made, www,<cityname>coffee.com actually ranks higher than the actual site's website.

So now what? How would they transfer the success of their site's ranking over to the actual business's website? Or is it just some scheme where if my friend wants good SEO from the company, my friend needs to purchase the domain off them? Or worse yet, keep paying $50/mo for it. The owner made it clear right off the bat that they are not interested in using www,<cityname>coffee.com, nor the website they created in general.

Help me understand this?
