SEO cost, useful for this particular case?

I have almost finished developing an eCommerce site for a startup that has investors and money behind it. All the data comes from an API, and the data provided does not always have descriptions for each product that would map to common search terms.

Is this where SEO comes in? I know django well enough but have never had to be involved in SEO stuff before. We have a budget of up to 30k to put toward SEO and about 10k products on the site, and will be paying for a lot of advertising in cabs, subways, possibly TV, youtube, etc.

Will SEO services go through each product and create tags and entries in search engines, or what exactly is the benefit over letting Google index the site itself and just paying for advertising?
