To 404 or not 404, that is the question

I’m tasked with cleaning up an old attorney finding website.

I’m finding city pages that:

A) Get no traffic because the city+legal area combos have no volume.

B) Probably compete with each other by targeting related kws that 1 page can rank for. Example, “Orange County divorce attorney” and “Orange County divorce lawyer”.

C) Have no backlinks.

Should I 404 these suckers? I don’t think there’s a good place to 301 them.
