How to determine quality of backlink

So, I have just started doing some outreach, looking to obtain guest post to share my knowledge of the subject.

I also am looking to improve my SEO and I understand backlinks are important.

Right now, I am on 2nd page for the main key term I am targeting.

I was hoping to outsource outreach, but all I get is the same list of backlink opportunities, same sites, the way I look at it is....if everyone is selling the same backlinks to people...eventually Google will catch on to that and it will be wasted money.

So I am reaching out to sites that are related to my topic/niche.

I have downloaded Moz bar but I understand that Moz DA ranking isn't the be all end all. Since in reality, they aren't even associated with Google.

Without investing in expensive tools (or any that cost money), how can I determine what sites are quality? In regards to real traffic going to the site and the SEO juice a backlink would pass from that site to mine.
