Context
I'm publishing country-specific information for cell phone companies that exist in that country. Something along the lines of 'local sim cards for visitors'.
The Problem
It's not really relevant for me to mention city names as part of the content as the networks normally cover the entire country.
However, I know that people searching for the information I publish may prefer to use a city name in their search, simply because that's where they are travelling to.
Example:
Somebody travelling to 'Peru' is quite likely to use the word 'Lima' in the search.
But, my information doesn't cover Lima specifically, and it doesn't need to.
Anything on the Peru page is applicable to Lima, as well as all the other cities & destinations in Peru.
My SEO Problem
I don't want to appear spammy.
But at the same time, I know there are people that may not find the information otherwise.
I assume that Google is smart enough to show my 'Peru' page in the SERP for a user searching 'Lima'. That's great, Google's search intent algorithm is thankfully pretty smart!
Internal Navigation Problem
But if they were to search 'Lima' using the basic search my own website, it would definitely not show.
I guess that I could use a tag for each city, but that would get out of control really quick as I'll eventually be publishing information for over 100 countries. It just feels messy.
Any thoughts, please?
Does anybody have any suggestions or feedback on whether I should incorporate city names into my content?
And if so, are there any smart ways of doing this? I want it to feel natural, and also not piss of the big-G.
