Is it possible to rank for a local search term without having a physical presence in the area?

I'm think of a business model where I could rank for a term like "dentist Austin texas" and then just use that a a lead gen tool and either brand it for an actual dentist office after it ranks or just send traffic from my site to a local office. Is this a possible business model?

If so, how do I rank for local terms without having a psychical address in the area?
