My competitor is paying their customers for GMB reviews

My main competitor is offering a $15 discount to every single person that emails them if they leave a 5 star Google review. Naturally they have over 80 reviews because everyone wants to save $15.

This is against Google's rules, but can I do anything about it? Can I forward that email to Google or will they not care? The email doesn't specifically mention leaving the reviews on Google, but it's clear this is what they're doing because they aren't featured on other reviewable platforms.

This is also a dumb tactic in my opinion, since everyone that emails them gets that offer, it will be obvious that most of their reviews were motivated by the discount. That tells everyone their reviews are worthless.
