What's the proper way to go about localized State/County/City content in the USA? IE how to structure to account for all?

I am wondering about the "proper" way to go about developing and structuring localized content for the USA, esp where it comes to City / County / Ward / etc...

In Canada, it's all basically Province > City and so localization is straightforward and easily structured and you can simply prioritize by population/query volume:

  • Province 1
    • City A
    • City B
  • Province 2
    • City C
    • City D
  • Province 3
    • City E

etc..

But in the USA there are Counties to deal with, and I believe other things as well (Ward? District? Etc).

My instinct is to keep it simple and just group them all by state, then just treat cities/counties/etc all the same in terms of content development, and then prioritize them by population size / query volumes.

  • State 1
    • City A
    • County A
    • Ward A
    • County B
    • City B
    • District A
  • State 2
    • City C
    • County C
    • Ward B
    • District B

But maybe there's a better way or some unseen pitfall?
