SEO agency or backlink outreach and self-manage content?

I'm looking to invest more into content marketing, and currently we have produced good blogs/articles that have been ranking well on Google. This was done completely in-house.

We can continue to do that, and I'd imagine producing content is scalable by finding content writers and/or content editors. We already produce a lot of original high quality images, and future content will focus a lot more on video.

I have reached out towards SEO agencies in my local area for Local SEO (we provide local services) and the one we liked best is quoting $1100 for:

  • 5 backlinks from DR20-60 websites and;
  • 3500 words per month.

They are practicing what they preach as they rank extremely highly themselves. Their services also include the standard stuff like keyword monitoring and SEO audits.

Now their package includes producing the content and backlink outreach, however I prefer being in control of content and getting better quality backlinks, such as attempting to feature in news articles. Is it fair to assume that this method is more scalable long term? Do some SEO agencies excel with backlink outreach to promote content we produce?

This agency does not offer us backlink outreach without the content production.

Is it better for us to completely SEO in-house? $1100 a month to produce the results similar to what they have done for other clients is fine, however for something long term, would it be better for us to hire people focused on these tasks full time?
