Backlink with 13 UR, 91 DR but ZERO traffic and backlinks. Worthless or not?

I'm curious about your opinions on this because this is a common tactic among people who doesn't have any budget.

I'm someone says to me that I can get a backlink from a 91DR site on 13DR page, I would definitely say yes.

Does it provide ANY link juice at all, even if the website does not have any traffic at all and 0 backlinks to it?
