How does a page with low DA, poor on-page ranks on top?

Hi everyone,

I'm new to the SEO game. I've been working on SEO for a small business in a small niche, and have successfully ranked my website on the 1st page of the targeted keyword.

Now, most of the pages ranked above mine are all authoritative sites with plenty of backlinks. In other words, it makes sense for them to be there. Except one.

There's this page (a competitor of mine) that constantly ranks 2nd on the first page, for that keyword. What bothers me is that when I check that domain with Ahrefs, it shows they only have DA = 0.5, very few backlinks.

Their on-page SEO is poor. There's not even an H1 on the homepage.

There content marketing is zero. They have 3 irrelevant blog posts and haven't updated anything since last year. Their other pages within the site aren't even finished yet (their services pages are literally blank).

But they constantly rank 2nd for the keyword I'm targetting, and rank highly for some other keywords as well.

This goes against everything I've learned about SEO so far.

Does anyone else might have an idea of what other factors might be at work, that I'm missing?
