Is having keyword duplicate pages, with local area changed, in the backend of WordPress beneficial?

I have recently started working with a tax advisory company as a digital marketer in the UK.

They have 21,743 published pages using just 4 or 5 keywords but thousands of different local areas in the backend of their WordPress site.

Is this good practice? I’m sure only a small percentage is actually driving traffic to the website but you really never know what area will be looking for the companies services.

Keywords Everywhere may show 0 volume but that doesn’t necessarily mean not 1 person is searching in that area

Any help to clarify this for me is welcomed.
