Need help with Silo Structure

I own a Local service company. We offer 4 services which all can usually be found by searching for 1 main keyword.

I am setting up homepage/landingpage for each major metro market. Do I need to make service pages for each metro market?

Let me explain what i mean -

My layout goes like this:

domain/locations/metroarea

Will i need to make a page for every service we offer for each metro market? Example:

domain/locations/metroarea1/service#1

domain/locations/metroarea1/service#2

domain/locations/metroarea1/service#3

domain/locations/metroarea1/service#4

domain/locations/metroarea2/service#1

domain/locations/metroarea2/service#2

domain/locations/metroarea2/service#3

domain/locations/metroarea2/service#4

​

and so on..

It would be incredibly hard to write a page for all of my services for each city without plagarizing. Can I just copy and paste most of the information and then change out images/headers/city keywords in the page?
