Need SEO advices for YouTube tagging algorythm

Let's say I want to add 5 words in my tags, which we're going to call A B C D E. Should I write these words separately as A,B,C,D,E + all possible permutations? ABCDE, BACDE, etc.? Maybe even partial permutations like AB, AC, etc.?

Does Google matche the research you make against a particular tag and evalute the matching percentage? So if I have "hello", "world" and "world hello" as my tags and someone searches for "hello world", the words "hello" and "world" count as 50% matching, while "world hello" counts as 0% matching. Am I understanding it right?
