In local SEO, is it easier to rank with one domain and multiple suburb pages or separate domains for each suburb

Hi there, I'm new to the field looking into local SEO for lead generation, and I'm thinking of going into a service based niche that is very area specific. That is, I would need calls/leads to be routed to different businesses depending on what area of the city the customer resides in.

I'm not sure how exactly I would implement this type of lead routing (any suggestions would be greatly appreciated). My first thought was to simply build out separate domains for each one (with identical websites, just using different keywords), which would allow for separate map pack listings as well. This would also allow me to build a small network of domains, which I believe would help my authority for each? The downside of this obviously would be having to rank several separate domains.

I'm in a bit of a bind, and am not really sure what to do. If anyone has any suggestions, or advice, I would greatly appreciate it! Thanks!
