SEO person is asking for Admin Access in Wordpress. Is it normal?

I'm new to this whole SEO and website building topic. I just built my website on Wordpress using Elementor.

I did a website crawl using Ahrefs. It found some major issues:

• 3XX redirect in sitemaps
• Meta description is missing
• Double slash in URL
• CSS files too big
• 302 redirect
• Page has links to redirect
• etc.

I'm too busy to be learning about and fixing these things myself, so I hired a person on Upwork to it for me. I gave him an SEO Manager account. He sent me a message yesterday saying that he would need an Admin access. I thought SEO manager already has all the access requirements to fix SEO issues.

Can you please tell me if it's normal? I don't want to be giving out Admin access left and right.
