Good explanation for this discrepancy?

The company I work with is looking to acquire a few sites. There's one in particular that they're looking at, and there's something very strange about the site's stats.

According to SEMRush, the site has no DA or PA but is getting 10x the traffic of higher-ranked competitors. Its Alexa ranking is also nonexistent. (And yeah, I know, Alexa ranking...but when a site like this is ranking at 6 million and its competitors are in the 50,000 range, something is definitely off.)

My gut says that this site is inflating their traffic numbers, but I wanted to come here and see if people have another explanation.
