Local Pack vs Organic

Hi guys,

So I have kind of an advanced question for SEO strategy for a client.

After doing research the keywords they want to rank for are dominated by top national brands and the only chance we have at ranking is through the local pack, and rich snippets.

Has anyone created an on-site strategy that is different, wholly focused on ranking for the local pack and thats it?

I know there are quite a few main factors like on-page signals, GMB, location of user, reviews, ect.

Should I still create an SEO friendly content strategy based on KW research, or focus heavy on all other ranking factors, and create a site that is 100% focused on converting the user.

I have the process of how this type of customer shops and want the website to reflect that, and not do a typical site structure. The hope is it create a great place for the user to learn and be converted into a lead, and get on-page signals from that and the fact that the site is aimed at that category.
