Duplicate content on same URL

I have asked a few friends with mixed answers, so hopefully, you guys have some info or thoughts.

A client hired a copywriter with what I assume to be little to no SEO knowledge. They write good sales copy and their focus is on sales funnel improvements. They wrote a heap of content for the website but it's all the same content apart from, say, a change of heading here and there.

The same testimonial, the same services mentioned word for word, the same everything.

For example, one page is called "Better Services", the other is "Better Products".

Both have the same content apart from "You'll love our product" or "You'll love our service", and so on... You get the drift.

Now... Using all of your blog content and putting it together into a pdf for people to download is usually a good way to rank, get some downloads and get some info from people before downloading your makeshift e-book, but it's essentially duplicate content.

I was always under the impression that unique content across web pages is better for SEO and user experience.

Obviously duplicate content across different URLs is a no-no ie: it's copied etc.

But, what about content/copy on the same website? What are your thoughts?
