Drip feeding backlinks vs all-at-once, there's no difference (my theory)

Please correct me if I'm wrong as I'm hypothesising:

I am in the process of building manual high DA backlinks by analysing my competitors and signing up to the same directories. When analysing my own; the ones that I've added over the past few weeks haven't shown up yet - my theory is that they won't show until Google re-index/crawl each of those directories which won't happen simultaneously. From what I can tell it takes Google anything between 10 days - 6 weeks to re-index. So even if I added all my backlinks in one day, Google won't index the directories I signed up to all at once, so they won't be seen all at once which means that it won't appear as if they all were added in a single day and therefore there isn't a risk of incurring a penalty for improper SEO practices.

Am I right? I can't find a definitive answer.
