Does Semantic Structure Matters in SEO?

So I am trying to understand if it is okay to have Multiple H1s, H2s with any order.

I want to optimize a listicle post. What should be my ideal strategy?

When I researched the top 6-7 URLs they have proper semantic structure.

Their H2s have anchor tags so that you can jump link

H1-> Title

H2-> Subtitle

H3-> Name

To give this a little bit of context here's how it looks ( not a real example):-

H1-> List of 50 Most Populated Cities in the World

---

H2-> Asia ( Also Multiple H2s)

Now comes multiple H3s

H3-> Mumbai ( and more information about it)

H3-> Tokyo ( more information)

Is this how the listicle post should be to get a featured snippet? Or it doesn't matter how you structure that post?
